Once a WWII hero, then recreated in modern times, Victory has always been a controversial costumed hero. Always working for the government, Victory (PL 10 in both times), can always be counted on to uphold the “All-American” ideal. Somewhat shamed, Victory now leads the CASTLE’s Defectors, aka Operation: Clean Slate.
