Though the smallest of Tor's megacities, Mount Lumia is a bastion of progress and tradition — a nation of kitsune founded by a pact between a priest and a kami, modernized substantially over generations. Situated on the continent of Whitehorn near Tor's north pole, Mount Lumia is home to the titular Last Mountain and a culture shaped by centuries of history, law, and lingering inequality.
